The apparel industry in Haiti is the biggest contributor to the country’s total exports and has established a competitive advantage in supplying nearby apparel markets. In the USA, Haiti benefits from trade preferences and relatively relaxed rules of origin. However, one of the biggest threats to the industry is an increase in labour costs as a result of efforts to raise the minimum wage. Nevertheless, the USA’s HOPE II legislation is playing a positive role in the industry’s revival.
